LEAD: The Jamaica Savings Bank announced yesterday that Federal regulators had approved its plan to convert to a stock institution owned by shareholders from a mutual savings bank owned by depositors. As part of the conversion plan, the savings bank will offer 16 million shares of stock at a range of $7.50 to $10.

LEAD: Bayer A.G., the West German chemicals company, agreed to acquire the Polysar Rubber division of the Nova Corporation of Canada for $1.06 billion (United States). The agreement must be approved by government agencies in the two countries. The Polysar unit, based in Toronto, has 3,500 employees worldwide.

LEAD: The Xerox Corporation introduced a line of facsimile machines that use plain paper and double as copiers. John P. Lafferty of the company's information products division said many users prefer receiving facsimiles on plain paper. The machines are all made in Japan by the Fuji Xerox Corporation, although they were developed by Xerox engineers in the United States.
