By Richard Haitch 'Workfare' Aid Under a law adopted by Pennsylvania in April 1982, healthy welfare recipients had to do public service in exchange for their grants. It was the first such program in the state. ''We've had over 6,000 people placed in work so far,'' says Gorden Blain, a spokesman for the State Public Welfare Department in Harrisburg. The program, now called the Community Work Experience Program, went into effect last March. The welfare recipients, Mr. Blain says, are working for 350 state, county and local government agencies and getting experience in common labor, welding, nursing and other jobs. The reaction of both recipients and employing agencies is ''very positive,'' Mr. Blain reports
