Newspaper Guild, at hearings before NLRB on Sept 12, argues that if reporters, editors and cartoonists are separated from other newspaper employes in labor negotiations it would destroy collective bargaining relationship and practices in news media; basic question labor bd is being asked to resolve is whether some newspaper employes are 'professionals'; if so, they could not, by Fed labor law, be included in bargaining unit of nonprofessional employes unless majority of professionals voted to be included; case involves Express-News Corp of San Antonio, where publisher is asking bd to define reporters, writers and other newspaper employes as 'professionals'; Guild and ITU join forces at hearing by arguing that law states that professional is someone 'requiring knowledge of advanced type in field of science or learning customarily acquired by prolonged course of specialized intellectual instruction and study'; Guild and ITU contend that most newspapers do not require their ed personnel to hold coll degrees (M)
