WASHINGTON, Dec. 30.--Gen. Hazen has returned to the War Department the charges preferred against Sergt. Otto Holtnorth of having rifled Lieut. Greeley's papers, preferring not to order a court-martial, although requested to do so by the Secretary of War.

WASHINGTON, Dec. 29.--The Chief Signal Officer has submitted to the Secretary of War charges against Assistant Adjt.-Gen. McKeever for having made derogatory remarks concerning the management of the recent arctic expeditions. The charges relate entirely to Gen. McKeever's alleged comments on the course pursued by Lieut. Greely, and no reference is made in them to what Gen. McKeever is alleged to have said of the Chief Signal Officer.
