NEWS OF THE DAY.

Petitions in favor of the House Homestead bill and of a uniform bankrupt law were presented to the Senate yesterday. The Navy Pay bill was so amended that Captains at sea should receive a salary of $4,000; those who were waiting orders and are on leave, $3,000, and those discharging other duties $3,600. After some other unimportant amendments the bill was read a third time and passed.

FROM HAVANA.; Arrival of the Star of the West DEPLORABLE LACK OF MAIL FACILITIES--INJURIOUS EFFECT UPON THE UNITED STATES--NEWSOF THE SQUADRON AT VERA CRUZ.

The Star of the West arrived at this port, yesterday, with the Havana mail and passengers, and $75,000 in silver from New-Orleans. The receipt of the news of the capture of the steamers Gen. Miramon and Marquez at Vera Cruz, by the United States steamer Saratoga, created great excitement in Havana.

This may be taken as a clear indication that the conservatives will generally support the nomination of that gentleman at Chicago. GOYON, I find in a Genoa paper, has addressed the Home Government, asking for reinforcements, and stating that the present force of five thousand men under his command is not sufficient for the preservation of tranquillity in Rome.
